INTRODUCTION
The Right to Information Act, 2005 sets out the practical regime of Right to Information for citizens to enable them to access the information under the control of public authority in order to promote transparency and accountability in the working of such authority.
Section 2(h) of the Act defines "public authority" as any authority or body or institution of self-governance established or constituted by or under the constitution or by law made by the Parliament or any state legislature or by notification issued by the appropriate government:. It includes body owned, controlled or substantially financed by the government.
In accordance with the provisions contained in section 2(j) of the Act, Right to Information means right to information accessible under this Act which is held by or under control of a public authority.
This Information Handbook will enable the citizens to obtain information as to the provisions contained in various rules and regulations governing the Patna Science College, Patna and related information.
This Information Handbook is divided into 17 manuals/sections. Each section deals with units of information as delineated under section 4 (1) (b).
Section 4 (1) (b) (xii) / Manual–12 provides for information on the manner of execution of subsidy programmes. This programme per rule is not applicable to the Patna Science College, Patna.

It runs as per rules and regulations made by the State Govt. of Bihar, Patna University, Patna & UGC from time to time. The College has different bodies/Committees to maintain all types of activities such as academic, financial, administrative & discipline on the campus etc.
Being Constituent College of Patna University, Patna (A State University) all the cells and committees of the institution are under statutory bodies and come under section 4(1)(b) of RTI Act 2005. The applications under the RTI Act, along with a postal order/demand draft for Rs.10.00 obtained (under register cover) in favour of Principal, Patna Science College, Patna are handed over the office. The Particulars of organization, functions and duties
Patna Science College, Patna, Patna Science College, Patna, is a Constituent College of Patna University, was established in 1927. Initially it was opened as the Science Department of Patna University. It began functioning independently from 1928 when its foundation stone was laid by Lord Irwin on 15 November 1928. Since then Patna Science College has been recoganized as a Premier Institution of higher learning in science stream in India. The college is centrally located in Patna, the capital of Bihar, occupying an area of approximately 28.32 acres of land containing separate blocks for different science departments. The College offers B.Sc. Honours in Botany, Chemistry, Geology, Mathematics, Physics, Statistics and Zoology. Apart from the usual B.Sc. Honours courses, it also imparts teaching in various Vocational and Professional courses under Self-Financing scheme that include B.Sc. Honours in Bio-technology, B.Sc. Honours in Computer Applications – popularly known as BCA course, B.Sc. Honours in Environmental Science. Though primarily a science teaching institute, Patna Science College has always had a full-fledged language teaching unit comprising Hindi and English Departments right since its inception. Each department also has facilities for conducting research in respective subjects. The college has a great legacy and has been striving continuously to maintain and improve it. It has been the breeding ground for the future scientists, researchers and administrators. It can boast of distinguished alumni holding very high positions in diverse fields of Science, Medicine, Engineering, Banking, Administration, etc. in India and abroad.
The College is highly reputed for teaching and research. Our college believes in striving for newer goals, maintaining high standards and establishing Patna Science College as a ‘Knowledge Centre’, nationally and internationally. The strength of our college lies in its ability to adapt to the changing needs of the time. To realize this vision, we inculcate the importance of learning in our students, thus ensuring their intellectual and emotional development. The college encourages innovative, rigorous and professional pattern of teaching and learning, enabling the students and teachers to become outstanding scholars, educators and professionals by preparing action plans within the framework outlined by the Patna University. The teachers are encouraged to attend refresher and orientation courses and workshops conducted by Patna University to enhance their knowledge and skills. Seminars, workshops and lectures by eminent experts are regularly conducted by the college. Besides, other supportive measures like provision of journals, books, magazines and teaching-learning tools are extended to the teachers for effective implementation of the curriculum. The teachers are encouraged to adopt innovative methods such as the use of power point presentations, role play, quizzes, worksheets, student presentations etc. They are also encouraged to use audio-visual aids to enhance teaching-learning process. Curricular and co-curricular events are organized on contemporary issues by the college. Seminars, conferences, debates, quizzes, essay writing competitions, poster making competitions and film screenings are some examples of such events. Besides regular classroom teaching, tutorials, practicals, class tests, projects, assignments, workshops and seminars are designed and conducted. It arranges industrial and institutional visits, interactive sessions with professionals, experts and scholars. The college follows a system of informal feedback from the students and implements corrective measures, wherever required. Feedback from students helps to improvise teaching methods.

Duties to be performed to Achieve the Mission
Ever since its establishment in 1927, the college has been playing a significant role in imparting Science education. Vocational courses like B.Sc.(H) in Computer Applications, B.Sc. in Biotechnology, B.Sc. in Environmental Science has been started in order to achieve its Vision & Mission. The college has formulated various schemes / activities. Teaching, research and organizing extra-curricular activities, Seminar, Workshop, Conference, Cultural and sports activities on regular basis. NSS chapter of College encourage students to participate in several social outreach activities.

(a) Teaching of programmes B.Sc. Honours in Physics, Chemistry, Botany, Zoology, Geology and Statistics & Mathematics. Self Financed Vocational Degree Courses : B.Sc. Honours in Computer Applications, B.Sc. Honours in Biotechnology and B.Sc. Honours in Environmental Sciences.
(b) Conducts in house internal assessment examination and functions as examination centre of university examination.
(c) Conduct of seminars, meetings, lectures, cultural events etc.
(d) Provision of sports facilities.
(e) First Aid services within the Campus.
(f) Facilities to conduct research in the subjects being taught.
(g) Teachers are allowed to go on study leave in order to promote their career.
(h) Incubation center to mentor the entrepreneurs to accelerate their innovative ideas.
Organization and Administrative Machinery
1. Since college is constituent unit of Patna University, Patna, University administrates the College’s functioning ; University constitutes Proctorial Board and Appoints its Dean Science faculty and its representative (UR) to monitor the functioning of College.
2. The Governor -Cum – Chancellor of Universities of Bihar appoints a full time principal on the recommendations of the Selection Committee constituted for the purpose, with the approval of the Executive Council (State Govt. Bihar) to look after the day – to – day functioning and administration of college.
3. Bursar appointed by the University to look after the financial deals.
4. The college has a staff council that operates in accordance with University Ordinance/statutes in functioning of college.

GRIEVANCE REDRESSAL CELL:
This cell is constituted to address the genuine grievances of students & staff. Students having grievances regarding time-table, facilities, teaching, examinations, documents, discipline etc. can put their appeal before the cell. Staff having grievances regarding their duty, Payment and facilities can put up their appeal before the cell. After sorting the grievance cases, the cell shall forward the case to the concerned departments for its redressal, if dept. feels unable to redress the grievance, it shall forward the case to Staff council through principal. In case the grievance is out of jurisdiction of college management, it shall be forwarded to university.
DEPARTMENTAL
Matters pertaining to allocation of workload among the teachers and staff, pattern of assignments, inhouse exam question papers etc. are resolved in Departmental meetings. The decisions of the meetings are maintained by the concerned teacher-in-charge/departmental head. Grievances if any are addressed at these meetings.
STAFF COUNCIL.
The rules relating to the conduct of meetings of the Staff Council shall be in accordance with the Regulations laid down in this behalf.

The Patna Science College is recognized as one of the premier academic institutions of the Patna University, Patna. However, the college was not built in a day. The Patna Science College was founded more than 92 years ago in 1927.
